Chen Gang, Member of the Standing Committee of Hebei Provincial Party Committee, Vice Governor, Secretary of the Party Working Committee of Xiong'an New Area and Director of the Administration Committee, met with the delegation of Zhang Guangjun at the Administration Committee of Xiong'an New Area. After the talks, the delegation of Zhang Guangjun visited Hebei Xiong'an Transportation Investment Co., Ltd. and unveiled Southeast University Xiong'an Innovation Research Institute, Xiong'an Branch of Southeast University Urban Planning and Design Institute Co., Ltd., Xiong'an Branch of Southeast University Architectural Design and Research Institute Co., Ltd. and Xiong'an Branch of Jiangsu Huaning Engineering Consulting Co., Ltd..
On the morning of August 28, Chen Gang met with the delegation of Zhang Guangjun at the Administration Committee of Xiong’an New Area. Chen Gang expressed his welcome to the delegation of Zhang Guangjun and pointed out that Academician Wang Jianguo and Prof. Duan Jin from Southeast University had made historic contributions to the planning and construction of the new area for their participation in the planning and design of Xiong’an New Area for many times, which has reflected the school’s responsibility for serving the nation’s millennium plan and national affairs as well as the academic team’s outstanding capacities. Chen Gang introduced that Xiong'an New Area started from “one city constructed along with two axes to highlight five urban clusters at appropriate scale and with comprehensive and balanced functions, human-friendly ecological environment and beautiful natural landscape, large-scale afforestation and attractive aquatic ecology”. Among others, the overall concept and urban design of “One City” was completed by Duan Jin’s team, which was highly praised by the central leaders, leaders of Hebei province and experts. Chen Gang said that Duan Jin’s team closely cooperated with the local government in the course of planning a characteristic town and had provided satisfactory suggestions in terms of the treatment of the ancient city’s style and features, the creation of aquatic landscape in the north and the relationship between employment, industry, population, culture and ecology. In order to deepen the follow-up work between both parties, Chen Gang put forward three expectations: firstly, the school would continue to support Duan Jin’s team in work, support them to get engaged in the area’s construction in a deeper and more extensive manner, and support the transition of the New Area from the overall planning to the specific planning; secondly, the school shall facilitate the New Area in terms of talent cultivation so as to cultivate more talents for the New Area and enable more excellent students to get engaged in the local construction; thirdly, the school shall explore more possibilities of cooperation with Xiong'an New Area in the newly-emerging areas such as artificial intelligence, etc. which may concern the city’s future development so as to make more contributions to the construction of a physical city and a digital twin city in Xiong’an New Area.
President Zhang Guangjun, in his speech, expressed his appreciations for the recognition, trust and support of Southeast University’s preliminary cooperation to Xiong’an New Area and Chen Gang, and highly agreed with Chen Gang’s aspiration of cooperation in the future. Afterwards, President Zhang Guangjun introduced the historic changes and “Double First-class” construction of Southeast University, reviewed the cooperation and exchanges between Southeast University and Xiong’an New Area, and introduced the settlement and construction of Southeast University Xiong’an Innovation Research Institute and Xiong’an Branch of three civil engineering school-running enterprises, etc.. He believed that the development of Xiong’an New Area, as the non-capital city’s functional dispersal and centralization place and the national model of promoting quality development in the new era, would demand the support and facilitation of high-level universities; therefore, Zhang Guangjun proposed the thought of deepening the cooperation with Xiong’an New Area: firstly, he expected to upgrade the mutual cooperation from the professor’s project-based operation to the deep contacts on the platform of “One Institute and Three Companies”; secondly, he expected to give full play to Southeast University’s advantages in 5G, artificial intelligence and network security, etc., and expand the mutual cooperation in more fields with the innovation research institute as the carrier; thirdly, he expected to explore the approaches of cultivating high-level talents together with Xiong’an New Area, explore the feasibility of establishing Southeast University Xiong’an Graduate School and Southeast University Xiong’an Campus. He finally indicated Southeast University would be always willing to promote the pragmatic cooperation and make greater contributions in the construction of Xiong’an, as a Chinese NewArea.
After the symposium, the delegation of Zhang Guangjun visited Hebei Xiong’an Transportation Investment Co., Ltd. and attended the unveiling ceremony of Southeast University Xiong'an Innovation Research Institute and Xiong’an Branch of civil engineering school-running enterprises. Wang Guoqing, a school alumnus of Southeast University, CPC Secretary and Chairman of Hebei Transportation Investment Group, received and exchanged views with the delegation of Zhang Guangjun. The conversation was presided over by Huang Dawei. Leaders including Kang Bin, Director and Deputy General Manager of Hebei Transportation Investment Group Co., Ltd., He Yonghai, a member of the CPC Committee of Hebei Transportation Investment Group Corporation and Director of the Provincial Transportation, Planning and Design Institute, and alumni representatives of Southeast University in Xiong'an New Area attended the meeting.
Wang Guoqing expressed his welcome to the delegation of Zhang Guangjun. He said that the unveiling ceremony of “One Institute and Three Companies” of Southeast University in Xiong'an shall be deemed as the first stop for Southeast University's deep involvement in the construction of Xiong’an. He expected to utilize Southeast University’s strengths to greatly promote the strategic cooperation between Hebei Transportation Investment Group Co., Ltd. and Xiong'an. He also indicated that Southeast University had many alumni in Hebei. The recent years have witnessed many cooperation between the transportation system in Hebei Province and Southeast University. Science and technology innovation would be the main driving force for the future development of Hebei Transportation Investment Group Co., Ltd.. In the course, Southeast University would be the Group’s important supporter. At present, the school has been working with the cooperation with Hebei Transportation Investment Group Co., Ltd. in respect of intelligent transportation and smart bridge. He expected that Southeast University could access Xiong'an and get integrated into Xiong'an in a deep manner.
Zhang Guangjun expressed his gratitude to Hebei Transportation Investment Group Co., Ltd. and Wang Guoqing for their support of Southeast University, and also expressed their greetings to the alumni in Hebei and Xiong'an. He introduced the school’s reform and development in recent years and pointed out that the school is right now accelerating its “Double First-class” construction by following its “1-10-100 Dream” blueprint, the school-running thought of “cutting-edge technology targeted, service-oriented strategy, teachers and students-oriented, and talent in priority” and the disciplinary layout of “strong engineering disciplines, superior science disciplines, fine literal disciplines and characteristic medical disciplines”. Zhang Guangjun pointed out that Hebei Transportation Investment Group Co., Ltd. and Southeast University enjoyed a sound cooperation foundation in serving 2022 Winter Olympic Games and major transportation projects in Xiong'an New Area. In the process of in-depth layout of Southeast University for serving the millennium plan of Xiong'an New Area, the Group has provided a transitional place and strong supports for the settlement of “One Institute and Three Companies”, which Southeast University much appreciated and expected to deepen the cooperation with Hebei Transportation Investment Group Co., Ltd. as usual and thus facilitate the industrialization of scientific research achievements in Xiong’an New Area. At the same time, Zhang Guangjun would like to take this opportunity to congratulate the newly-established Hebei Alumni Association and Xiong'an Alumni Association. He encouraged all the alumni to continue to make greater contributions to the school’s carrier construction and integrated development in Xiong'an New Area and display the alumni’s glory.

During the visit to Xiong’an New Area, the delegation of Zhang Guangjun also visited the Planning Exhibition Hall in Xiong’an New Area, Southeast University Xiong'an Innovation Research Institute and related company’s offices; in addition, they also viewed the report on cooperation achievements between Southeast University and Hebei Transportation Group Corporation.
It is reported that the cooperation with Hebei and Xiong'an and the layout there have constituted an extremely important component in the process of Southeast University's service of national strategy and its implementation of open education. Its disciplines including architecture, planning, civil engineering, transportation and information, etc. well match with the construction of Xiong'an New Area. As early as December 2016, Southeast University and the People’s Government of Hebei Province signed a comprehensive strategic cooperation agreement, which has depicted the cooperation blueprint between the province and the university. Since then, the school has accelerated its layout of relevant work and achieved significant progress regarding the construction of Xiong'an New Area. In order to better serve the millennium plan of Xiong'an New Area, Vice Presidents Huang Dawei and Wu Gang led the team to promote and implement the cooperation model for several times, and finally reached a tentative consensus with Hebei Transportation Investment Group, the Public Service Bureau of Xiong'an New Area Administration Committee and other authorities on establishing an innovation research institute and an architectural enterprise branch in Xiong’an New Area. Meanwhile, the school officially announced to establish “Southeast University Xiong’an Innovation Research Institute” on March 17, 2019. In terms of preliminary cooperation, Duan Jin’s team from Southeast University’s planning discipline has been involved in the overall planning and design of Xiong’an New Area since April 2017. The team’s design achievement has been finally selected as one of the three outstanding programs among the 279 globally registered organizations and thus provided scientific support for the preparation of the “Planning Outline of Hebei Xiong’an New Area” and the “Master Plan of Hebei Xiong'an New Area” as approved by the Party Central Committee and the State Council. Besides, Duan Jin, as the chief expert, also participated in the compilation of the “Planning Technical Guide of Xiong’an New Area”, the urban design along the north-south central axis and the deepened urban design of the start-up area. The Transportation Discipline of Southeast University has closely cooperated with Hebei Transportation Investment Group and signed a strategic cooperation agreement with Hebei Transportation Planning and Design Institute. The cooperation achievements between parties concerned regarding the major supporting projects of 2022 Beijing Winter Olympic Games, Beijing-Xiong’an Expressway and the major projects about the new line of Rongwu Expressway have been universally acclaimed by the leaders and experts of Hebei Province. In addition, Jiangsu Huaning Engineering Consulting Co., Ltd., as one of the supervising units that accessed the market of Xiong'an New Area relatively earlier, dispatched employees featuring strong abilities and business competence to its Xiong’an Branch so as to provide a strong guarantee for further promoting its business in Xiong’an New Area.
