On February 15, the signing ceremony between Nanjing Jiangbei New Area and Southeast University about cooperation in constructing Zhongda Hospital Jiangbei New Branch was convened at Sipailou Campus of Southeast University. Lan Shaomin, Mayor of Nanjing, Luo Qun, member of the Standing Committee of Nanjing Municipal Committee and full-time Deputy Secretary of the Party Working Committee of Jiangbei New Area, Hu Wanjin, Vice Mayor of Nanjing City, Zhu Min, Deputy Director of Jiangsu Commission of Health, Weng Guojiu, Secretary-General of Nanjing Municipal Government, Wu Xiuliang, Vice Secretary-General of Nanjing Municipal Government, Fang Zhongyou, Director of Nanjing Commission of Health, Zhu Yuanshen, Deputy Director of Jiangbei New Area Administration Committee, Zhang Guangjun, President of Southeast University, Managing Vice President Wang Baoping, Vice President Wu Gang, President Assistant Liu Naifeng and comrades from the President's Office, the Development Planning Office, relevant departments of Zhongda Hospital Affiliated to Southeast University, etc. attended the signing ceremony. The ceremony was presided over by Luo Qun, member of the Standing Committee of Nanjing Municipal Committee and full-time Deputy Secretary of the Party Working Committee of Jiangbei New Area.
At the ceremony, Teng Gaojun, Dean of Zhongda Hospital Affiliated to Southeast University, first introduced the hospital’s history and development as well as the development aspiration, development plan and site selection plan, etc. of Jiangbei New Branch.
In his speech, President Zhang expressed his welcome and gratitude to the delegation of Mayor Lan on behalf of the school. He pointed out that in recent years, the innovation-driven “121” development strategy as initiated by the municipal committee has been recently implemented in Nanjing City to fully build “An Innovative City and A Beautiful Ancient Capital City” while providing new opportunities, new platform and new motivations to the new round of integrated and innovative development for universities in Nanjing. As one of the universities involved in the country’s first batch of “double first-class” initiative, Southeast University has always taken root in Nanjing, relied on Nanjing and been serving Nanjing. In recent two years, with the great attentions and strong support of the municipal party committee, the municipal government and all districts, Southeast University has vigorously promoted the school’s integrated developmentwith the local place. 13 “two implementations and one integration” projects (implementation of scientific achievements and new-type R&D institutions, the school’s integrated development with the local place) have taken effect in Jiangning District, Jiangbei New Area and Xuanwu District respectively, which have also been under constant expansion and deepening. President Zhang said that the construction of a world-class university should require the first-class medical science, which shall be inseparable from the establishment of the first-class affiliated hospital. The conclusion of the framework agreement between the both sides to jointly establish Zhongda Hospital Jiangbei New Branch would not only signify the official launch of its construction, but also indicate another important achievement made by our school and Jiangbei New Area in deepening the all-round cooperation. This deed would exert significant and profound influences in accelerating the improvement of health care at the new main city of Jiangbei, making breakthroughin the development of Zhongda Hospital, establishing a new foundation for the centennial development of Zhongda Hospital, and promoting the construction of a “characteristic medical science” and “double first-class” campus of Southeast University with high starting point, high standards and high quality. President Zhang said that the school would strive to develop Jiangbei New Branch to the main branch of Zhongda Hospital in the future, the world-class university affiliated hospital and the national medical center with international vision, forward-looking planning, high positioning and high-quality development. At the same time, the school would continue to deepen its cooperation with Jiangbei New Area, actively play the leading role in the integrated and innovative development of Nanjing City, and strive to provide sustained and inexhaustible impetus for constructing “An Innovative City and A Beautiful Ancient Capital City”.
Mayor Lan expressed his ardent congratulations on the successful signing of Zhongda Hospital Jiangbei New Branch project. He pointed out that Nanjing City, under the guidance of Xi Jinping's thought of building socialism with Chinese characteristics in the new era, has been thoroughly implementing the requirements of the Party Central Committee, the Provincial Party Committee and the Provincial Government for the construction of Jiangbei New Area. Efforts would be made to fully promote the construction and development of Jiangbei New Area, and accelerate the creation of innovative highland, the industrial highland and a new urban area highlighting integrated development and complete supporting facilities, which is suitable for working and living. As the new branch of Zhongda Hospital highlights new planning concept, high starting point and strong comprehensive strength, it is of great significance to settle the project in Jiangbei New Area. Firstly, it is a big event to accelerate the promotion of constructing a new main city in Jiangbei New Area. The introduction of high-quality public medical service resources will play an important role in promoting the public service level and constructing a new main city of Jiangbei New Area. Secondly, it functions as a “key point” in the construction of “two towns and one center” (an IC town, a gene town and a new financial center) in Jiangbei New Area. Though the creation of a “new benchmark” for influential and attractive precision medical innovation and service in the province and the nation as a whole, it will promote the construction of a “Gene Town” in Jiangbei New Area, “Three Centers and One Highland” (specifically the frontier service center, the international specialty service center, the comprehensive health service center and the precision medicine highland) of Nanjing International Health City. Thirdly, it is deemed as a “sprint run” of the deepened cooperation between Nanjing City and Southeast University for mutual benefit and win-win situation. It is expected to take this cooperation as an opportunity to deepen the cooperation between the school and the local place, promote more projects to be settled in Nanjing and more resources to gather in Nanjing surrounding the construction of a renowned innovative city and the creation of industrial landmarks, etc., and thus finally upgrade the cooperation between school and local place. Mayor Lan said that the official signing of the agreement would symbolize the construction of Zhongda Hospital Jiangbei New Branch has accessed a new stage of substantive promotion and project operation. Mayor Lan expected that both parties concerned in cooperation could further strengthen communication and collaborate closely with each other to accelerate the project construction with a high starting point and high quality.
Finally, under the witness of Mayor Lan Shaomin and President Zhang Guangjun, Zhu Yuanshen, Deputy Director of Jiangbei New Area Administration Committee and Wu Gang, Vice President of Southeast University, signed the cooperation agreement between Nanjing Jiangbei New Area and Southeast University to build Zhongda Hospital Jiangbei New Branch.
It is reported that the Zhongda Hospital Affiliated to Southeast University was founded in 1935, and its predecessor was the hospital attached to the School of Medicine of National Central University. The hospital provides the outpatient service and emergency treatment to 1.7 million people annually with more than 90,000 people discharged from the hospital. Besides, the hospital features 330 staff with senior professional titles, including 277 with Ph.D. degree, 505 with master’s degree, 166 doctoral tutors and master tutors. Moreover, Zhongda Hospital is ranked among the national advanced level in terms of intensive medicine, imaging diagnosis, cardiovascular disease, interventional therapy, blood purification, minimally invasive treatment of spinal lesions, hematopoietic stem cell transplantation, microtia reconstruction, stroke treatment and neonatal severe rescue, etc.. Partial disciplines have reached the international advanced level. In 2015, Zhongda Hospital took the lead in cooperation with Jiangbei New Area forresponding to the call of Nanjing Municipal Government and has established Zhongda Hospital Jiangbei Branch by means of “separation of management and management, resource grafting and integrated management”. As the first Grade 3 Class A hospital in Jiangbei New Area, it will provide quality medical services to over one million local people at their doorstep.
Zhongda Hospital Jiangbei New Branch to be constructed is positioned to be a public non-profitable medical institution. Located at Longwang Mountain block of Jiangbei New Area, Nanjing, it tends to set 2,500 beds with the hospital buildings and supporting facilities covering a total area of about 400,000 square meters. In addition, this new branch will be construct in accordance with the construction standards for national high-level Grade 3 Class A comprehensive teaching hospital. It is planned to be completed basically within 4-5 years and open in 2024. Upon completion, the main forces of Zhongda Hospital will be transferred to this new branch, which will take full charge of medical treatment, teaching, scientific research and daily management.
